so i just need to tap the bottom of the tank for both and plumb? a fuel rail is needed, what else whould I need for this set-up besides tunning wull i need?
what size of a line do I need to run from the tank? Im assuming i'll need to run an equal size of a return line? I haven't really experienced an extremly laggy turbos, 4,000 isn't really that bad to me (in theory).

those were my thoughts, you said yourself it you want a full race build go JE. If you were to need to replace pistons (other than just being old) you would be buiding for 500+hp. If you spent the money to go JE you would be building for more than 800hp with aftermarket rods, to my understanding...
will higher compression give more torque? (i assume yes) so im thinking 8.8:1 compression (just to get the ball rolling). I like the piston ring sizes but main concern is the compression since im planing on shooting meth.
Blue smoke sounds like piston rings. The lawn mower symptons sound like your wires, minds sounded like that when my plug wire jumped out of its whole. There was a big power loss and lots of smoke.
