I had difficulty getting mine to pass also. Started with the basics and was embarassed to find a burned spark plug wire and timing that was set at 15 instead of 10deg. Also replaced some questionable vac lines then retested and passed. Mine failed due to high HC though.
3500 miles since engine was rebuilt. Only mods are 3" exhuast, boost control valve, K&N type air filter and Cometic head gasket. I am concerned by the drastic change since the last test.

Is it possible / worth the effort to recalibrate the stock boost gauge to show a higher boost reading? I did a search for "recalibrate guage" and nothing was found. I am thinking it would be relatively simple to create a new face that could show the higher number if the gauge could be adjusted.
