Dunno what to say. Some of what you describe doesn't make sense. For example unless the wiring has been modified you can't have "keyed power to the black/red" unless the main relay is closed yet you claim it's not.

2) Neither of your two mechanics nor the machine shop appear competent.
I'm aware of that Monsewer. Perhaps I'm unaware of what people are trying to accomplish here and with what. Does the primary (or primaries) remain 12volt?
