Toyota designed it to maintain consistent absolute pressure. The injectors are in the manifold so as vacuum increases the conditions on the lowpressure side of of the injectors is effectively decreased. This would increase absolute pressure without adjustment.

Rolling the fenders just implies rolling the inside lips upwards so they provide more room for the tires and should be able to retain the liners with minimal effort.
