Perform all normal preventitive maintance to get it running correct, test to make sure you do not have a head gasket issue.

Go t sears and get one of those revese threaded removal kits. The piece thats left in the block should be hollow, so threead the correct size infor the piece and it should come out.
I purchased a hose techniques kit to replace all the vacume lines, it cost something like $75.
The rest I ordered from toyota, if they lasted the first 15 years, I figured it was worth it.

since your going to pull the engine and disassemble it, why not consider rod bearing, main bearing and rings. While your at it take it to a shop that has worked on 7m-gte engines. They will check the block and crank for you and tell you what size and such.

I used cruzinperformance.com to clean my injectors. Nice guy, included a befor and after printout of injector flow. He also sends back the old parts he has replaced. I would use this service again.

What he is getting at is inducced current-
If you run two cables parrellel to each other and send current down the first cable the second cable will pick up a small charge. It happens more in a AC circuit as the electromagnetic field is generated at each alternating cycle. With the spark plugs...
At the least, you need to clean out the spark plug galley and install new valve cover gaskets. replace the POS screws that hold the valve covers on with some bolts. The bolts can be found at home depot/lowes etc.
That could have been the problem, causing the plugs to ground out and no spark...
As lagged pointed out the post on the starter connets to a large wire that runs from the battery.
I think the red one goes onto the starter relay I dont rember the color of the connection but the connector looks right
