You said it right there. The HORN fuse is one of the +12 constants to the HAZARD switch. Won't work without it. But the connection for the turn signals is still present.

Does your heater core connect inside the box to the pipes that go through the firewall? Weird. Your sure you got the right one? See if another parts store has one and compare it.
Anytime you replace the master you should replace the slave. Diagnostics go bleed, replace slave, replace master. If bleeding doesn't work you replace the slave, then the master if the slave didn't fix it.

Your new heater core should stick out of the box and through the firewall. Then there are two pipes off the motor that connect via rubber hoses to the heater core. I have my motor out and dash off if you need any pics of anything, just let me know. And yeah...
Do you have a pic of the ECU mounted under the dash before you pulled it out? I pulled mine and can't for the life of me figure out where the mounting tabs line up.
It would make sense that compression would be created faster with no accessories on the motor, but compressions compression. It should read somewhere in the 150 range if I recall correctly for the 7m. Super high readings like that would lead me to believe you have a stuck valve or something...
