Sounds like the fuel pump isnt getting a signal from the column when you go to start it. Do you have the 12V mod for the fuel pump?

I am running Kumho Ecsta XS and love them, great traction from a dig and feel good when cornering, but since you are looking at only rears, cornering shouldnt matter too much. I would not recommend driving on them in the rain though...

You should be able to hit 400... I made 320 with similar BPU mods, stock turbo, and only a piggyback. with your upgraded turbo and the tuning capabilities of the standalone, id say 400 is possible.
