No, its fairly easy. Remove old tails and center trim panel, insert new tails and trim panel (new tail light gaskets recomended). Swap out trim for effect as they sometimes look odd together.
You will need a 8mm deep well for the taillight nuts.
With all that aviation electronics experience you should be able to get in at an airline, fedex, ups, ect. I know Fedex pay is good and the benifits package is beyond great.

From what I can see, the paint was chipped and water got between it and metal. Or it got in the trim and found a weak spot, Simple sand and prime repair should be fine. If your still worried you could have the window removed to check for deeper damage. I wouldn't go that far for what looks...
