I had the same staring issue with the OEM starter. Had an electrician pull it down and replace the brushes. Lasted a week. Turns out the starter solenoid was not getting sufficient amps to engage. I ended up running a fused relay to the starter from the starter positive terminal.

Having just just lost all power steering and done the following;
Flushed fluid, cleaned reservoir, changed pump only to find that one of the wires for the progressive power steering solenoid was not actually attached, I would check the connector first.
Then check that power is actually getting...

Try the suction union o ring at the top of the p/s pump. It's the hose that runs directly under the reservoir. $2 O ring. 1 hr of swearing as you take off all the inlet piping to get to it. Replaced all of crush washers until I tracked the leak down.
