Click the User CP button up top, then under your " New Subscribed Threads" look for "Latest Reputation Received"... If its not open, then look for the little downward arrows on the right and click it... It will show you who neg repped you and tell you what they said... BTW: didnt I +1 you a while back?

I'm not revealing the name. Suprastic can, because it shows in his CP or the person who repped him can. I don't think it's appropriate for the staff to reveal that.
Admins don't have the limitation, mods do. This is by design in the forum software and not an "option" that we setup. I.e. - there's nothing we can do about it other than modify the code, which is not happening.
Besides, there's no reason for a mod to rep spam people.
