I was thinking about putting a boost control knob on my supra and was wondering wht the highest psi setting i could put it at safely

Raise the boost till you hit fuel cut then back it off till you don't.
If you have a fcd or bcc then around 13-14psi. 17 id suggest having 440's.
Also this will greatly reduce the life span of the stock turbos but it's more reason to go single.

Boost cut is the max you really want to run on CT-12a's anyways. Unless you have an incredibly good Y pipe setup, your EGTs will kill the ceramic turbine wheel
I was thinking about setting it at 10 psi and leaving it thats prob not too much more boost it comrs 4-7 psi stock
