On my turbo pipe (bottom side) it seems like there should be a small vacuum hose that should be attached to it and ran to some other component... anyone know where it should be run to?

Which pipe?

The intake pipe between the airflow meter and turbo inlet, commonly called the accordian hose, has a hose on it that connects with power steering.

It brings up idle speed.

should have been more specific, I mean the turbo inlet piping that runs to bov (note: I have HKS bov.) and towards intercooler.

The only one that runs to the bypass valve is the bypass valve recirculation pipe.
