Why are you trying to go to 0, timing spec is 10*?
But it does still sound like something is off.
You are jumping TE1 to E1 right, and the CEL flashes?

Verify all your timing marks, cams on the marks, crank at 0 mark, #1 piston is at TDC, and rotor pointing at the #1 plug wire on the distributor cap.

Also when the timing does not change when you un-jump, there is a TPS issue and timing cannot be set anyways.

But code 11 needs to be fixed first.

I get code 11 too!!! Sometimes when i leave the gas pedal & press the brake pedal my idle drops a lot. Thats when i press the brake pedal. & sometimes when i put it in neutral & come to a stop it just dies before i stop..

One possible cause is a damaged engine loom allowing a wire to ground out when the engine moves or under the right amount of accel/decel. I would say the most common wire is the ox sensor that has touched the manifold and melted the insulation off. The second most common is probably the loom wearing through where it passes along the intake manifolds exposing a bare wire. The plastic loom clips disintegrate allowing the loom to drop down and rub.
