Yes, an air leak from the brake booster or the line. Might want to take a look at the check valve on the line from the manifold to the booster.

ok, so today i redid the ground on the on the wideband, and it seems to have helped a little with the brake issue. idle afr is now between 15.5 and 16. stepping on the brake does make it lean out to around 16.8, and on one occasion got the ---. against my better judgement i drove it to the store. at cruise, she holds between 13.1 and 14.5. new concern though, as she builds boost, there is a funny whistle, and the BOV doesn't sound the same anymore. i didn't push it past like 4k rpms. noticed a considerable lean spike at gear change. shouldn't i go rich at gear change if i'm venting to atmosphere? could the wideband emulating to the stock puter be screwing things up? i've hit a brick wall, i don't know what to do next.

get the WB installed farther down the pipe and put in a stoc NB for the ECU.
Your whistle might be an air leak/boost leak somewhere. Are you running a the stock BPV but venting? or running an aftermarket BOV. Perhaps you have a vac leak or pirate air coming from that area.

i ordered all new silicone vacuum lines last night. see what happens after i change those. the hoses on the brake booster are rigid and kinda gray, maybe one is cracked. could the leak be at the wastegate? or blow off valve?
