Sticky wastegate?

Yesterday had the boost set nicely so that it's peak was at 14.5. Driving the supra around today and it started hitting 16.8ish. Which is a little out of my comfort zone w/o tuning. The AF's were still in the 10's which at least means it's not running lean...but still...

So I started lowering the duty on my AEM trueboost controller. No matter how much I lowered it, the car still pushed high 16psi in WOT. So...naturally I turned the controller off all together...and sure enough...16.5 in a 3rd gear pull.

So, here is my question...is the car's setup one that yields 16.5 psi...even w/o a boost controller...my logic says no...but I guess it's possible. Or is my wastegate junk? Which is fine and all, cause I'm getting a JT62 in the spring...but answers or ideas would be great. My setup can be found via my signature link...but it's basically

50 trim ct26, lex/550's w/ supporting mods and a FMIC 2.5 piping....

It can be a stuck wastegate. Check the flapper at the back and see. If you have access to an air compressor, you can run air through the line and see what PSI it opens at and then you will know.
