Standing from the passenger side fender looking at the dis at the setting screw moving the dis counterclockwise (down) would be to advance and clockwise (up) retard or vis versa????

when you say "dis" i guess you mean distributor, but from your profile it says you have a GTE, so that would be your cam position sensor(cps). the answer is yes, although alittle trail an error won't hurt here. and looking on the online TSRM(found through this site) really won't hurt as it has answers to many questions, including what the stock timing is.
