Whenever i post something, right after im done the screen comes up and says that i must wait 30 seconds or whatever to post again

lol no i mean are you clicking it twice but by accident, i've had mice that get sticky and click the button twice without me noticing 
Maybe it's because you posted within 30 seconds of posting before. That's what it's there for, lol.

Then I would like to propose that your settings for Internet Explorer are setup wrong, or you aren't doing it right.
(I think you're getting a cached page, instead of it actually trying to resubmit, but it's just a guess).
Are you using quick reply or normal reply? What browser are you using? Does it happen all the time?
