Press on brakes and intrument lights turn on

I have 95' Surpra NA-SE. My tail light failure light turned on and I noticed all four lights are out except for the led third brake light. Messed around with the lamp failure module and I found a bad cold solder. Soldered it back up and pluged it in. I steped on the brakes and my instument cluster would turn on and my brake lights worked. I turned on my lights and my brakes are always on and in a couple of seconds I burnt out the pcb board inside the lamp failure module. I bought another for $227 and installed it, the same thing happened (except for when the light are on the brake light would turn off), the instument cluster light would turn on. Tried ckecking the grounds and they seem to be well intact (used amp meter, continuity checker). I manage to make it work with only the two inner bulbs. But once I install any one of the outer ones, the instrument cluster light would turn on. All relays, fuses, and switch behind the brake pedal are working fine. Any suggestions?

So I solved the problem. I isolated the issue with my right passenger tail light assembly. I swaped out the left and right assembly and the issue followed. I bought a new wiring harness and that made it worse. I ended up installing the original bulbs and now is working great. Both bulbs have the same model number; new 1157 12V 7H (from NAPA auto parts), original 1157 KOITO 12V/27/8W Japan 5-3-Y. Both original and new bulbs looks identical.
