Power steering issues-New Pump and rebuilt rack

I've had my rack rebuilt for my front suspension rebuild, and my power steering pump was still whinning after a rebuilt pump and a rack. The power steering does not assist at all- lots of proper clean fluid (dexton III atf) and the reservoir screen was cleaned with almost all new ps lines. Still the same pump whine and no assist.


I broke down and bought a new PS pump from Toyota ($300) and bled the entire system, filled it, ran it up in the air and turned it lock to lock at least 10 times with no change in the condition. All lines are clear, even blew out the cooler. This rack is PPS, could the PPS valve be bad. Any suggestions would be very helpful as I'm about through with the car. $500 later and no power steering.
