Thats the first thing I did to my car. I took them off, cleaned them, and sprayed them black, look brand new right now.

Any local hardware store sells a chemical called wood bleach. The real name of the good stuff in it is Oxalic Acid, harmless to plastics and most metals, but it dissolves rust. It was the main ingrediant in Duponts Super 7 Radiator cleaner, the only stuff that ever actually worked. So you can buy just the Oxalic Acid, I do from a local chemical company. One more thing, do a google search for amounts, and use warm water.

I use a dremel with a wire brush. It makes for a really quick job. But, spray paint tends to fade. You'll want to respray everyyear or so. Maybe somebody else can recommend a better paint than I use.

I did this on my first truck, I used a black spray paint and cleared several times with wetsanding, I still see the truck around and the wiper arms look brand new still.
