No clutch resistance

My clutch freeplay is messed up.
my clutch will not spring back up fully.
if i pull it back with my foot, it will pull up, but once i push it down, then release, it will only go back up to the point of resistance, which is about more than half way down.
sometimes it wont shoot back up imediatly, so it sounds like i cant drive stick or something, and as a result of that, i have to drive without my shoe on, so i can "grip" the clutch with my toes and pull it back up. a friend of mine said its probably missing a screw,

can anyone tell me,
1) what screw was he talking about.
and
2) if not that, what else can it be.

There is a spring to add clutch pedal return, but the hydraulic pressure will push it back. It is one or the other I think.

I think the fluid is bypassing.
