New turbo wobbles. Put it on?

Well I took the turbo to 'my' revision shop today. That shop rebuilds a lot of engines and they also prepare rally cars. There is enough expertise on turbines there.
At first they told me it was ok, but after i showed them that when you spin the exhaust wheel it has a heavy point, doesn't spin freely enough and indeed after close inspection they saw the shaft beïng out of balance.
So I'll talk to my turbo supplier and send it back.

is that how freely a turbo's supposed to spin?
alsdj;f i spun my turbo today [still on the engine, intake removed] and it won't spin freely at all... i don't think anything's wrong but i have to keep it spinning with my finger or else it won't move. it'll spin smoothly, but not without my help, ya know? i had no idea this was a problem... any ideas?
