Low end power (na-t 2j's chime in)

Piecing together an NA-t 2j for my (summer) DD
I'm aiming for low 400's to mid 500's depending on whether I'm having fun or just driving, and I'm hoping to keep it as street worthy as can be. I plan on ~9:3 compression with a mpt61 .68AR.
Cams seem a bit expensive and a little unnecessary for my power goals. Is there any kind of headwork I can get done for < the price of cams, or any other ways I can gain some low end? Or should it be pretty responsive already?

I will also have a lw flywheel and ds.
