Jumpy RPM Issues While Driving

So Just went through my whole car checked all vaccum lines and hoses, put a new intake manifold gasket on and such; got most of the issues taken care of. But i noticed while driving it when i shift out of any gear into the next, as soon as i push the clutch in and let off the gas, the RPMs stay high for a second then drop back down like the throttle is lagging. Im thinking with taking some stuff off and on the tps may have got moved out of adjustment, so im going to start there tomorrow. Earlier while messing with a bad idle i also screwed in the little tiny screw on the flap on the opposite side of the tps its on the throttle plate right by where the throttle rod connects, its a little tiny tiny flat blade screw, that has a backing nut on it and hits what looks like to me, a metal circular tab that faces up out of the dashpot area. Would this have an effect on the tps placement? Any info would be greatly appreciated.

Car is a 91 gte, LEX/550s AFPR jtube block off, full 3 inch exhaust
