Is this NEW turbo done?

I have a new supra these days with a rebuilt motor and Driftmotion rebuilt 57 trim turbo and a whole buncha other shit.
I've been inspecting everything that i can on this car.
Today I pulled off the inlet to look at this fancy turbo. This turbo is as old as the engine, which is around 1K-2K.
I spin it around with my finger, and it spins. hoorah.
Then i spin it very carefully and i find a problem.
There is a point of rotation at which i can feel resistance against my finger.
oh boy.
If i grab it by the center and give it a spin, 3 our of 5 times, it'll stop at relatively the same spot (i marked the wheel).
The rotation of this wheel should be flawless and totally free spinning, isnt it?
Is this turbo fucked?
Any info is appreciated.

Ballbearing or Journal bearing?

if its a journal bearing its shouldnt keep spinning and will eventually stop because theres no oil film for the bearing to spin on since the car is off

I'd imagine it being journal bearing.

so iceberg, does this mean spinning it yourself is a bad idea? Or is it not enough rpm to do any damage?

A journal bearing Turbo needs Oil pressure as the bearing "floats" you have a clearence between the shaft and the bearing and another between the bearing and the centre housing, once under pressure the shaft and wheels as long as they're in balance stay suspended in the middle of the housings.

If it's all a bit worn or has big clearence and no pressure might have a slight rub, spinning it by hand won't hurt anything but isn't the smartest thing to be doing.
