is it safe to say my turbos dead?

well ive been burning a small amount of oil or a while now only on deccel and when my car sits at idle for a while would that be safe to say that my turbo's oil seal went out?? and also i put my finger in the coupler the connect to the turbo and my fingertip was covered in black oily sludge that would be the turbo right?? and i did a compression test everything came out to around 160psi per cylinder thanks.

Does it smoke on start up? If so it could be your valve stem seals.

Take off the accordian hose and check for any shaft play in the turbo. Also does it smoke under boost?

it does not smoke on startup anymore cause i did replace the valve stem seals and i amnot sure if it smokes under boost. and i pulled the accordian hose of and i forgot to check for shaft play but the fins on the shaft are all scarred up and shiny

Sounds like oil carry over on de cel when the engine is pulling high vacuum. Time for a rebore.
