I cant seem to get the car into its final gear

i drive a 88 n/a supra auto

it drives fine other than it wont shift into its last gear. any suggestions on what is going on.

the overdrive button is on when i press it it just drops down a gear...

i had transmission fluid leak....

could it be cuz the level is too low??? or too high

i drove the car again today and this time the transmission was driving like it was in power mode and wouldnt shift untill reached about 5000rpm and even still wouldnt shift into final gear.

i checked the codes and it came up with
63
64
42

any help!

I am guessing these were tranny codes (pic shamelessly stolen from Cygnus)
