how to test bpv

i have the bpv off and i can blow through the 2 that connect to the 3000pipe but not the one on the bottom... is it good or bad? also i heard that you should not be able to spin the fan when it is off? so does this mean my fan clutch is bad....cause it spins more freely then the wheel of fortune lol. thanks for the help,

What? What, "one on the bottom"? If your fan clutch spins a little then stops itself rather quickly then it should be ok, but I'd say it's never been rebuilt and most people's fan clutches could use it as the silicone fluid leaks out over 15 years... I've posted up fixes for this lately and so has jetjock, his explanation on mkIIItech is a lot better than anything that I could describe ;).

when no vacuum is applied, you shouldn't be able to blow through the bpv. Once vac is applied to the top, air should flow freely.
