headlights not working

I cant seem to get my headlights or foglights working. All the other lights work and all the fuses are good. anyone got any ideas on what to check?

do the lights work but the lights wont pop up? or is it they pop up and do not work?

I had a similar problem and it was the headlight control box under the dash driver side.

headlight relay under the hood...

its not the retractor control and its not the relay under the hood I have replaced both

Hate to ask the obvious, but... you did check that the bulbs are good, right?

they were both working when the car was parked, both bulbs seem to be alright, but it is the only thing we havent checked. Do the foglights and headlights share a common ground anywhere.
