GTA area- Automotive spray paint by-laws?

I live in the GTA area, does anyone know if there are some by-laws for spraying automotive paint in a residential neighbourhood. I was told that one could be fined up to $5000 if caught. If that is true, than I don't understand why places like Canadian Tire sell whole gallons of autmotive paint/reducers etc.

they can sell it but typically you arent allowed to spray your car in your garage. you are suppose to spray your car in a paint booth because they want you to spray in a vented area. its about some safety stuff about fumes. its the same rule here.
