I just got a 1987 Supra. I was going to start with bolt-ons, but I was curious about the ECU for the car. Is the hp gain worth the $ or should I leave the chip alone?

I don't think there was ever an ecu upgrade - and even if there was, its probably expensive. Most people run fuel comps piggybacking or standalone when the time comes.

Best thing you could do with your money is first replace any hoses that look like they might fail, drain the coolant and put some Toyota red coolant in it, and check for any codes that have been stored and take care of that. Check the turbo for excessive shaft play. Then start with the exhaust system for the first modifications. This car can nickel and dime you to death if you start modding it before you make sure everything stock in the engine bay is in purfect working order. Also, if the radiator looks old it would be a good idea to replace it. The cooling system is very important for a 7m.

there was the tech-tom ECU, and there was another that i can't remember at the moment.
