I just returned from the machine shop and the answer is yes.....sort of
As explained to me, the damaged area can be welded and then a new surface cut but, the strength of the crank is in the radius of where the journals meet the weights and when the crank is welded this radius area is negatively affected creating a potential weak point. Plus it is very expensive to do.
Its times like this that I am glad that I didn't throw away any of those spare parts that I hoped I would never need.
Saturdays to do list:
1. install spare crank
2. attend local car show (the one that I was hoping to be in)
3. install new clutch
4. attend cruise night in a different car
5. install engine and trans
6. disconnect clutch safety switch
7. Put sticker on steering wheel reminding me not to start engine with clutch pedal depressed
