It should look like this:

Make sure the crank is pointing at "zero" and both cam gears are aligned to the index mark on the back plate.

jdub, i've never seen this picture before. I have a high idle that i cannot rid myself of. Would it be better to set the timing this way vs. setting the timing to 10* with a high idle? high as in around 900-1000+RPM depending on the day. Recently its even been hitting 1200RPM, i can't imagine what makes it vary so much based on the day...:nono:

This is the position of the CPS rotor at base timing...i.e. the crank set pointing at zero and cam gears set at the indexes.
You would have other issues vs a high idle if yours was set otherwise.

The most common cause of a high idle is a pirate air...i.e a leak in the vac lines that connect to the TB. Another place to look is the ISCV...just removing it, make sure the check valve under it is not clogged, and cleaning off the carbon will fix it.

I will try cleaning the filter, ISC works and resistances ok. my vac is reading 19~20inhg. Can i clean this filter piece with anything??

It's not a filter ;)
Make sure the "spoke" side is visible with the check valve seated in it's recess when the ISCV is off.
Try some brake cleaner on it...Should work on the ISCV body/plunger too.

Might want to check your high temp line (fuel) pressure up VSCV too.
