bad VSV cause EGR to leak while engine off?

I just want to be sure before i cut up my EGR to make block off plates that a bad VSV could not somehow cause the EGR to leak air during a boost test while engine is turned off. I know VSV is electronically controlled but i know they get dirty/stuck sometimes and i want to make sure it wouldn't somehow allow the EGR to stay vented.

Not sure what you mean by "leak air" but the VSV for the EGR is a normally open three way valve. That means with the engine off the path (ported upsteam of the throttle plate) between the TB and the EGR modulator will be open. The ECU energizes the valve (connects it to atmospheric pressure) to shut the modulator off ie; the EGR system is designed to be fail safe, a fact seemingly missed by those who decide to run without it.

ok, so if i do a boost test and hear lots of air escaping the EGR, by some fault could this be from a bad VSV holding the valve in the wrong position even if the car is off? Or if the car was off, no air should be escaping anywhere even if the VSV was bad during a boost leak check?

BTW, i'm only removing it b/c i can't afford a new one right now.
