nero ultra works good for that...just recode, edit in and out points...then export to movie or DVD format...
other than that you can use DVDx to convert the DVD, or just sections of it, to whatever movie format you like and then cut the scenes together in something like WMM or premiere.

I believe that if you go to Microsoft and download the latest version of Media Encoder it will capture anything thats on your monitor.

well that would work but the quality would be awful.
I just use Nero Ultra for pretty much anything that has to do with DVD's. It has a ton of functions. Just use Nero Recode to pull the titles you want in the new DVD, then you can actually edit the titles in and out points (like if you want to get rid of credits and opening sequences) and then you can make a new DVD from your selections.
