My AFR ratio is going down to around 10.5 on a hard pull. Is that correct? Shouldn't it be around 15?

11.5 is a good ratio under boost.
I wouldnt go any leaner (higher) then that.
14.5-15.5 is good for idle and cruising/normal driving

10.5:1 is rich but we need to know what you have installed in the car to see if changes can even be made.
11.5:1 is generally what most strive for in terms of power and safety.
15:1 would be way to lean under hard acceleration and grenade your motor.
At idle or light cruise throttle application this would be fine.

Pretty normal for stock ecu setups on our cars, leanest my 1j has ever been on stock injectors is around 12.5:1 under a LOT of boost from the stock twins. 15:1 under boost, is, like others have mentioned... dangerous. Lean is mean for a reason, it melts things.
