2jzgte oil cooler torque specs?

need to know the torque specs for the oil filter bracket bolt to cylinder block for the JDM 2jzgte (RED ARROW). was looking on the spec sheet and found
-union for oil cooler x cylinder block (2jz-gte) 29 ft. lbs.
- oil filter bracket x cylinder block 65 ft. lbs.
so I'm confused to which one it is?? and I plan to replace the o-ring for the oil cooler to bracket and would like to know the torque spec to that as well (GREEN ARROW)

Oil filter bracket x Cylinder block (red arrow) is 66 ft lbs
Oil cooler (2JZ-GTE) x Oil filter bracket (green arrow) is 58 ft lbs
