well i guess its a matter of opinion. myself i chose to go 1jz because i like the potential for the motor and the things that you can do with it. my buddy chose to stay 7m because he likes the way they are setup and its the way he drives. the head work on the 1jz is better than the 7m unless you seal it good. the 1jz can be made into a 1.5jz by using the 2jz bottom end with 1jz head. the work into the 1jz you should invest in a clip. the clip will come with everything you need except for the r154 driveshaft. it comes with the hydrofan unless you decide to go with the 2jz waterpump and clutch fan or go electric. you have to do the wiring harness. the body plugs will have to be converted to the ma70 plugs and you will have to extend the harness about 20 inches or so or drill a hole in the firewall near the throttle cable and route the harness behind the dash. there is quite a bit you need to know but just do your research and see what suits you budget and your mechanical knowledge.

1600.00 or about $4500.00 minimum for the 1jz. If the 7m is built good and you trust the guy that built it, then I'd go with the 7m. There's only about a thousand threads on here comparing the two engines, so you have plenty of info to base your decision on if you read up.
