Are you measuring the voltage at the battery terminals? Try measuring from the positive post of the battery to a ground on the vehicle. It sounds like a bad ground to me.

What do your heat shields look like? I had a drip from the hose that goes up to the 3000 pipe. I was told it is from oil vapour that by-passed the seals in the turbo. I tightened up the hose clamps and everything is good now.
