Tony-The inward lean of the upper part of the wheel you speak of is better known as negative camber. Camber itself is just the angle of the wheel on the longitudinal axis (front to back), which causes the wheel to lean in or out.

Greddy makes the Power Extreme system and I don't believe I've ever seen it available for the MKIII. There are more systems available in Japan sold under the Trust brand name (Greddy in America), so maybe that's what you're talking about.

The 2JZ-GE is actually very capable of producing 600+ RWHP with a stock bottom end from what I've read. The compression ratio is only 9.2:1 (anyone correct me if I'm wrong) and it is, after all, a 2JZ. That alone says a lot.
I have 18x8.5" front and 18x9.5" rear with 245/40 and 265/35 and I've caught my front right fender once and pulled it down. I'm a big advocate of wide rims and tires and I'd like to get my fenders professionally rolled when I get back to CA.
