im running the mech fan with the stock rad and i have yet to see my coolant temps go over 190 degrees and thats in AZ heat too. so i would say the mech fan is very effective

if tweak did your wiring all your gauges minus the tach(if N/A) should work mine did. you may need to use that adapter driftmotion uses for your 7M oil pressure sender. make sure all your connections are good
i say do it. you could probably import a shell and piece it together as a kit car and "probably" be able to register it. or if you have the skills doing the firewall swap would be your best bet as far as making it street legal. its been done alot with hondas
