After checking the ECU 10K times, and replacing it 50,000 times, I took the WHOLE dash apart and found NOTHING!!!!! I was pissed. Long story short. Not sure how, the wire that feeds the ECU, which feeds the pump at low volts (5 volts I think) was cut off. What I did, before I knew that it was...

First you'll need to clean the board to make sure. sometimes is as simple as a bubble on your solder paste. May need to be re-soldered or the capasitor replaced.
