From my own new experience a GT3540R with a .82 AR turbine would be just about perfect!
Mine even with a 1.06 AR housing is going positive at 2200 rpm and really comes on strong by 3000, I went for the big housing to let it breathe up high but I can't see an .82...
It will get you in the ballpark.
But as you suspect there are so many variables involved it's not 100%.
Best to ask around stating a realistic goal for HP your driving style budget and experience.

Gixx: If you run some sort of full flow temp based oil cooler I can't see any reason why not.
The GTE Squirters will come into play for prolonged periods of high boost which really doesn't happen all that much in a road car!
Built: Sorry if I came across as a cockhead I didn't mean to it's just that it takes XX amount of Air and XX amount of fuel to = XX RWHP and this is why I said a 3540 just doesn't have enough overhead to make 700 at the wheels.
You'd need to really wind the boost up even to get 700 out of it...
