Yes the tank only vents while the engine is running, the tiny vac hose on the cannister opens it to atmosphere.
I don't really understand why you guys are removing the CC as it doesn't affect performance in any way.
If it's for "looks" get the small JDM plastic cannister and hide it...
Mark: I would go with the 7 lb spring then I'd use a large hose say 1/4" id minimum to it and let the boost help the spring (this is how I set my Turbosmart BoV up)
Dave: Yep stiff spring but a LOT of valve area for the Vac to work on so it tends to cancel the spring so shouldn't have any low boost issues.

(I like the cast long runner ones as they're much quieter but the 321's 3mm thick so not too noisy)
