The primary vacuum supply for the pcv system is to the intake manifold(at the throttle body), not the intake pipe. This is especially true on decel, where the greatest vacuum pressure is present there. If you don't have the valve covers tee'd into the TB, you risk excessive crank case pressures...

Did you check the hazard fuse first? Just thought I'd ask. If it's actually blown, then the horn wont work either, if I recall correctly.
