Andrew: Well yes there's a way to know for sure ;)
Most machine shops have a simple ping tester (A ball in a graduated tube that they drop the ball and see how high it bounces)
They can perform the test with the head installed and that will tell you if it's soft on the exhaust side.
Should take a couple of hours max
I'd shoot for 75 ft/lbs 80 is getting up there.
Just remember this old saying

Ok so DO the Napa test find out one way or the other if it's blown or not.
If it isn't ask one of the local guys if they can help you do a retorque sling em a few $$ or buy em Pizza and fix it.
If it is blown stop driving it and start saving.
ANY power upgrades on a 7M require the motor and car to be in good condition to start with from your description yours isn't and I wouldn't do a single thing to it until you correct the faults.

Wow....... N20 won't "KILL YOUR ENGINE" if your motor is in good condition/well maintained and you fit a good quality kit and aren't a total tard with it.
Please don't make statements like this unless you have some personal experience with the subject and can offer intelligent facts.
My point is you need to live so be realistic about how much of your income you can spend.
Then factor in how much of the work you can actually do yourself without mistakes (once you get to this point mistakes are damn expensive) this will give you an idea how much you're going to have to pay...
BK: This subject came up on SF recently and what I said there was there are far too many variables to make blanket statements or to recommend a procedure.
I have my way of doing things and my way of breaking motors in but this isn't to say it will work on someone elses build, I go for xx hone...
