Did you trace the wire back from there to see where it leads and if the previous owner botched the wiring further upstream? Chances are the guy has "worked his magic" in other areas.

As far as bolts, If you can use some new hotness from ARP, its worth it. they're such a vital piece of the motor, I wouldnt trust the old stock ones.
