Did you use rubber or silicone hoses? Cheap silicone has a tendency to collapse under vacuum.

Just get some new rings and install them right. A freshly built motor will have low compression until the rings are seated,but not that low.

Its under the brake master cylinder. You probably have a leaking clutch MS or leaky clutch slave cyl.
