Parts are quite a bit more expensive in Canada than the USA as well, but the rules of my theory still apply, you may just hit the "unbelievably cost prohibitive" mark before someone in the US would. Can't hurt to check.

It does if you do it right. Get a Toyota overhaul kit, it will come with all the rubber boots (including the slider boots). Most of the time when they seize up it is because the rubber boot has broken and the lubrication inside is all gunked up. Remove old slider pins, clean, check for wear...

Another important point is to never assume it's too expensive to go OEM. Always check first. My entire theory is that if you are not upgrading to a performance part, OEM should be used unless it is unbelievably cost prohibitive or discontinued.
