Eh...it really depends on your vehicle. Assuming you've got a 'healthy' stock fuel system and at least a wideband for monitoring, 14psi isn't a problem. I did it for about a year on a .57 trim with no problems except the occaisional IC pipe popping off...of course, hardpipes took care of that...

Yes. Again, is it "recommended" to upgrade your fuel? Yes. But you aren't necessarily going to HURT anything so much as you just won't be taking complete advantage of your power output. However, it CAN be abused if you try to run too much boost for too long...especially without anything to tune...
